Dhaka Ahsania Mission Post budget reaction

Dhaka Ahsania Mission Health Sector has reacted in response to the proposed budget for the fiscal year 2019-20. June 15, 2019, on Saturday the reaction placed at health sector training center of Shyamoli office.

In response, Iqbal Masud, director of health sector, said in the proposed budget, keeping the supplementary duty unchanged and low, medium, high and premium tier cigarette price increased at 2, 15, 18, and 18 taka. After increased the price will be 37, 63, 93 and 123 taka. As a result, especially the multinational tobacco companies are getting the chance to make huge profits in this year’s budget. And there is no scope for the government revenue to increase by the supplementary duty. That Government decision tobacco companies profit will be increased 31percent in comparison of the previous year. The increase in the price of low tier is very disappointing, which is very frustrating. Becauselow tier cigarette price increased 2 taka.

Moreover acceptance of people’s per capita income and non-inflation will not change the trend of smoking among low-income people and at the same time new young generation cannot be discouraged from smoking of increasing low tier.

He also said that the fitter bidi increased 2 taka and non filter bidi increased 1.5 taka. And supplementary duty increase 5%.Nonetheless government revenue will increase and consumer will decrease. In the proposed budget, smokeless (zarda and Gul) taxation based on retail price and omitted tariff value.

For this decision thecomplexity of the tax collection will be somewhat simpler and the amount of tax collected will also increase significantly and the revenue of the government is expected to increase. In response to the budget, he also said that in order to encourage export of processed tobacco products, export duty of zero percent export tariff has been continued even in the budget of the existing 10 percent of unprocessed tobacco.

Multinational tobacco companies will now increase the tobacco cultivation in Bangladesh and the food security and environment of the country will be threatened. So this step will encourage tobacco production in the country.
